Whoever takes the right of another and wishes to repent, it is incumbent upon him to return the right to its owners after repentance, regret, and the resolve not to return to the sin. As for one who stole before puberty, there is no sin upon him due to lack of accountability. However, this does not exempt him from returning the rights to their owners, because the Shariah has lifted the sin from him, but not the liability.
