Is it permissible to marry a Muslim who does not pray, given that he does not abandon prayer out of denial or laziness, but rather because he was not raised in an Islamic environment, and he believes in God and His messengers, is of good character, and does not approach forbidden acts? And what is the meaning of seeing his proposal after performing Salatul-Istikharah?
Abandoning prayer is a serious matter and a major sin. Some scholars have even considered one who abandons prayer to be an infidel, and they do not permit a Muslim woman to marry such a person. The majority of scholars, however, hold that abandoning prayer does not constitute disbelief, and it is permissible to marry such a person. However, a believing woman should not accept him as a husband due to his unsatisfactory religious commitment. Istikhara (seeking guidance through prayer) should not be performed for marriage to him, as it is at the very least disliked, and dreams after Istikhara are not to be relied upon. If the young man grew up in an environment far removed from Islam, he must be taught that prayer is an obligation. If he responds and consistently performs it, then there is no objection to accepting him as a husband.
