Is it permissible to give the sum of a vow (nazr) designated for the poor and needy to a poor young man who cannot afford the expenses of marriage?

The poor person is one who does not find enough money to meet their basic needs such as food, drink, housing, and marriage, even if they have money or a monthly salary. If this money is not enough for them, then they are considered poor and are given from the Zakat. Therefore, whoever vows to pay a sum to the poor, it is permissible for them to give it to one who wishes to marry but does not find enough [money] for that.
