The poor person is one who does not find enough money to meet their basic needs such as food, drink, housing, and marriage, even if they have money or a monthly salary. If this money is not enough for them, then they are considered poor and are given from the Zakat. Therefore, whoever vows to pay a sum to the poor, it is permissible for them to give it to one who wishes to marry but does not find enough [money] for that.
