Is it permissible to give zakat to a poor young man who is about to get married to help him with the costs?

The recipients of Zakat are clarified in the verse: "Indeed, [prescribed] charities are only for the poor and the needy, and those who work on [collecting] them, and those whose hearts are to be reconciled, and for freeing captives, and for those in debt, and for the cause of Allah, and for the wayfarer – an obligation [imposed] by Allah. And Allah is All-Knowing, All-Wise." Merely intending to marry does not qualify a person for Zakat, unless they are in need of marriage and find no other means to achieve it. If the young man is poor, or needy, or indebted and unable to repay, or in need of marriage and finds no means, then he can be given Zakat in his capacity as a poor person, or needy, or one in debt.
