Is the husband entitled to annul the marriage contract and reclaim the dowry if the wife is delayed in coming to his country due to compelling circumstances, bearing in mind that there was no complete legitimate seclusion between them?

A woman deserves the full mahr (dowry) by virtue of a man enjoying her, even if intercourse does not occur, because she is not permissible for anyone other than her husband. Accordingly, if her husband does not divorce her, he must be patient with her until she joins him, or he must pay her all her rights in full.
