Is a woman entitled to annul the marriage contract and take half of the dower due to the husband's delay in handing over the dower stipulated in the contract?

If the dowry is prompt and the husband, who is able to pay, has not paid it, the wife may deny him access to herself. She also has the right to sue him and have him imprisoned. However, if the husband is in financial difficulty (mu'sir): if the wife was aware of his difficulty or consented to it, she does not have the right to annul the marriage. If she was not aware or did not consent, she has the right to annul the marriage through the judge. If the annulment occurs after consummation, she is entitled to the full dowry. If it occurs before consummation, she is entitled to half of it, according to the more preponderant opinion.
