Looking at the woman one intends to propose to is permissible in Ramadan and outside of it, and it is not among the things that invalidate fasting. However, it must be done within Sharia-compliant guidelines. Merely looking at women has no effect on invalidating the fast; rather, the fast is invalidated according to some scholars if semen is discharged due to repeated looking.
