What is the ruling on wearing a piece of cloth containing cotton on the male organ to avoid wetness, and is it permissible to wear it permanently?

Urinary incontinence is the continuous discharge of urine, such that the affected person does not find time for purification (tahara) and prayer (salat). The ruling for it is that the affected person should take precautions (by wearing a protective garment) and perform ablution (wudu) for each prayer after its time has begun, if the discharge is continuous. However, if there is a sufficient period of time for purification and prayer without discharge, then he must purify himself and pray during that time.

Regarding wearing diapers for someone who is not afflicted with incontinence, the general rule for things is permissibility. However, it is not advisable as long as the person is not afflicted, as this may indicate obsessive thoughts (waswasa), and opening this door is a great evil and significant harm. Therefore, it is advisable to turn away from obsessive thoughts and not pay attention to them, lest Satan gain control.
