The answer

It is impermissible to pay account opening fees or money-keeping fees to the bank from usurious interest (ribawi interest). Rather, one must dispose of this interest by giving it to the poor and needy. Therefore, the amount of usurious interest (the five dollars) must be disposed of by giving it to the poor, and it is not permissible to pay account service fees from it. It is also important to note that it is not permissible to deal with usurious banks except out of extreme necessity, when no Shariah-compliant alternatives exist. In case of necessity, the account must be a current account to avoid usurious interest.
