The question

Is it permissible to deal with a bank that charges fees on accounts with balances below EGP 5,000, with the possibility of overcoming these fees by opening an interest-bearing account in which the account holder waives the interest to the bank in exchange for covering the fees, or must the fees be paid from one's own money?

The answer

If opening an account in a bank is necessary for transferring salary and the like, then it is permissible due to necessity, and what the bank receives as a fee for the transfer is permissible to pay. It is not permissible to open an interest-bearing account to pay bank expenses, because the prohibition of usury is a right of Allah, and paying expenses does not make it permissible.
