Is it permissible for a Muslim who has performed the obligatory Hajj to perform Hajj on behalf of a relative in China who is unable to travel to perform the obligation?

It is permissible for a Muslim who has performed the obligatory Hajj to perform Hajj on behalf of another if that person is unable to perform Hajj themselves due to old age, an illness from which recovery is not expected, or due to their death. However, if the inability is due to a temporary impediment that is expected to be removed, then performing Hajj on their behalf is not sufficient.
