Is it permissible for someone who has not previously performed Hajj and is prevented from traveling to delegate another person to perform Hajj on their behalf?

The Sunnah of the Prophet permits performing Hajj on behalf of another person in two cases: The first is for the deceased, and the proof for this is a woman asking the Prophet (peace and blessings be upon him) about her deceased mother who had not performed Hajj. The second is for someone who is physically incapacitated by an infirmity that is not expected to be overcome, such as an elderly person or someone suffering from a chronic illness. The proof for this is a woman asking the Prophet about her elderly father who was unable to ride. However, if the prevention from Hajj is temporary and expected to cease, such as a travel ban or an illness from which recovery is hoped, then it is not permissible to deputize someone to perform Hajj on their behalf. They must wait until the impediment is removed.
