Is it permissible for a man to tell a woman he wishes to marry, "I hate my first wife," so that she will agree to marry him?

If your informing the woman of your dislike for your wife is contrary to reality, then it is a forbidden lie and a major sin, and it is not permissible except for an overriding benefit. You can convince her to marry you through other legitimate means, such as the need for offspring. Informing her of that may involve deception and fraud, and the Messenger of Allah, may Allah’s prayers and peace be upon him, said: "Whoever deceives us is not of us."
