In the Fajr prayer, do I say the first and last Tashahhud?

The first Tashahhud occurs in three-rak'ah and four-rak'ah prayers. As for the Fajr prayer, it only has the final Tashahhud, which begins from "All greetings are for Allah" up to "Verily, You are Praiseworthy, Most Glorious."
