What is the ruling on someone who intended to make a divorce conditional upon something, then abandoned that intention without uttering it, then doubted whether he had uttered it or not, while remembering that he did not utter it and that the first thing he said was seeking refuge with Allah from Satan? Is this considered a whisper from Satan (waswas)? And what is your advice to someone who repeatedly experiences such thoughts?

Among the pillars of divorce is uttering it verbally; it does not occur by mere intention. Certainty is the persistence of the marital bond, so divorce does not occur by mere doubt, because certainty is not removed by doubt. The divorce of a person suffering from obsessive-compulsive disorder does not take effect even if he verbally utters clear divorce. A person suffering from obsessive-compulsive disorder is advised to turn away from the obsession and seek refuge in Allah from the accursed Satan.
