What is the ruling regarding the occurrence of sodomy if the man's glans is atrophied or spread out?

Sodomy is forbidden and a grave sin. The condition that necessitates the prescribed punishment (حد) for it is the penetration of the glans (الحشفة) or its equivalent into the anus, whether the penis is erect or not, or if it is paralyzed or not. This applies whether the perpetrator is married (محصن) or not, free or not, or a disbeliever or not. If penetration does not occur, there is no prescribed punishment, but the act remains forbidden and reproachable.
