Is sodomy considered to have occurred if the tip of the penis touches the anal opening over clothing, knowing that sodomy occurs by the disappearance of the glans? And what is meant by "a glans that is atrophied or spread out or its equivalent"?

The abomination of sodomy is one of the gravest abominations. It is considered complete even if it occurs over clothing, if the glans or its equivalent from an amputated penis disappears (enters), even without ejaculation or with a thin barrier. This act necessitates the prescribed punishment for sodomy (hadd al-liwāt) for the perpetrator, provided its conditions are met. Whoever is afflicted with this sin must repent with sincere repentance and conceal himself with the concealment of Allah. He should not speak of it to anyone, for the one who repents from sin is like one who has no sin.
