What is the ruling on praying over someone executed for a hadd punishment, along with the evidence?

Prayer is a right for every Muslim who dies bearing witness that there is no god but Allah, whether they were killed by a legal punishment (hadd) or otherwise, because Allah says: "And never (O Muhammad) pray (funerary prayer) for any of them who dies, nor stand by his grave. Certainly, they disbelieved in Allah and His Messenger, and died while they were Fasiqun (rebellious, disobedient to Allah and His Messenger)." (At-Tawbah: 84).

The Prophet, peace and blessings be upon him, prayed for Al-Ghamidiyyah and Ma'iz, both of whom were killed by the hadd punishment for adultery.

The majority of scholars hold that praying for someone killed by a hadd punishment is obligatory, and they do not differ regarding praying for the wicked, those killed by hadd punishments, or those killed in warfare, and others. Az-Zuhri dissented, saying: "No one should pray for someone who was stoned or who committed suicide."
