Who is Al-Waqid ibn Abdullah ibn Umar ibn Al-Khattab?

Waqid ibn Abdullah ibn Umar passed away at al-Suqya while in a state of ihram. Ibn Umar shrouded him in five garments, which included a shirt and a turban. Then he prayed over him and buried him. After the burial, Ibn Umar began organizing horse races among the Bedouins. When he was asked about this, he replied, "Woe to you, Nafi’! When you see that Allah has prevailed over a matter, then turn away from it."
