Is it permissible to build a prayer room for women above the mosque's restrooms?

Scholars have differed regarding the ruling on praying on the roofs of places where prayer is prohibited, such as restrooms. Al-Muwaffaq Ibn Qudamah and Al-'Allamah Ibn 'Uthaymeen were of the opinion that it is permissible to pray on them, and they favored the view that the prohibition is specific to the place itself, not its roof. Ibn Qudamah mentioned that analogy to places of impurity is not applicable to the roof, while Ibn 'Uthaymeen justified this by stating that the air follows the ground in ownership, but not in ruling. He cited as evidence what Muslim narrated: "The entire earth has been made for me a place of prayer and a means of purification."

Based on this, the Permanent Committee permitted the construction of a prayer area for women above toilets, reasoning that the roof does not follow the original place in the ruling of prohibition.
