What is the ruling on a husband severely beating his wife, especially if he is drunk, and is it permissible for neighbors to intervene?

The permissible beating of a disobedient wife is a non-severe beating, after admonition and abandonment. It must be to an extent that does not break a bone or disfigure a limb. Severe beating is not permissible under any circumstances, and if it occurs, she has the right to divorce and retaliation (Qisas). The man guarantees any damage caused by the beating, and his being drunk does not exempt him from responsibility. Neighbors have the right to intervene to prevent severe beating.
