The first to swear by Allah falsely was Iblis, according to the Almighty's saying: "And he [Iblis] swore to them both, 'Indeed, I am to you both of the sincere advisors.'" Al-Baghawi mentioned in his exegesis that Iblis was the first to swear by Allah falsely.
