Is the recitation of the Qur’an counted for one who listens and recites along with the reciter, and does he earn the reward of recitation by this method?

If you complete the entire Quran by listening to a reciter and following along, you will receive the reward of a complete ختمة (completion), because the reward for recitation is dependent on the act of reading, and it is not a condition for the reciter to have memorized the entire Quran. The Prophet, peace and blessings be upon him, said: "Whoever recites a letter from the Book of Allah will have a reward, and the reward will be multiplied by ten. I do not say that 'Alif, Lam, Meem' is one letter; rather, 'Alif' is a letter, 'Lam' is a letter, and 'Meem' is a letter."
