The answer

There is no harm in using a Visa card if it is free from the condition of an interest charge or a penalty for late payment, and provided that no issuance fees are taken for an uncovered card that exceed the actual cost, and no percentage is taken on withdrawal transactions for an uncovered Visa except for the actual fee, while avoiding the purchase of gold, silver, and currencies with an uncovered card. Regarding the Riyad Bank credit card, Dr. Muhammad Al-Osaimi stated that it is "an interest-based card that is not permissible under any circumstances."
