Is the name Talia forbidden (haram), and what does the name mean?

The basic rule for names is permissibility, but one should avoid religious prohibitions. The name "Talia" is foreign, whereas "Taliyah" (with the rounded taa, ة) is Arabic, and it is a feminine active participle of "tala yatlu," meaning "reader" or "follower." The Quran states: (Those to whom We gave the Scripture recite it with its due recitation. Those are the ones who believe in it) Al-Baqarah/121. The phrase "yatlunahu" (they recite it) has been interpreted with both meanings. There is no objection to naming a girl "Taliyah." As for "Talia," although there is no apparent impediment, it is preferable to avoid it because it is foreign and its exact meaning is unknown.
