What are the rulings and duties pertaining to the two aforementioned 'Umrahs, in relation to performing ihram from Jeddah for the people of the Eastern Province, interrupting the 'Umrah due to exhaustion, and removing the ihram and exiting its state before completing the rituals?

One who passes the Miqat (definition) intending Umrah (definition) must return to it to enter into Ihram (definition); otherwise, a sacrifice (dam) is required. If one has entered into Ihram for Umrah but cannot complete it due to illness or similar reasons, then if they stipulated a condition (ishterat) at the outset, they may exit Ihram with no penalty. If they did not stipulate a condition, they must remain in their state of Ihram and avoid its prohibitions until they can complete it. Their second Umrah will complete the first, and a new Ihram is not required for it. If one commits a prohibition of Ihram out of ignorance, there is no penalty. However, wearing tailored clothes (al-makhit) necessitates a fidyah (definition) (expiation): sacrificing a sheep, feeding six needy persons, or fasting three days. Cancelling Umrah is not permissible. If one intends to cancel, their Umrah is not cancelled, and they remain in their state of Ihram.
