What steps should I take towards my psychologically ill mother to honor her, knowing my shortcomings and that I also suffer from a psychological illness?
Filial piety towards one's mother is a religious obligation that includes visiting her, providing for her financially according to one's ability, and striving for her satisfaction unless it contradicts Islamic law. Allah has commanded kindness to parents, and the Prophet (peace be upon him) urged their contentment and forbade disobeying them, giving the mother priority in filial piety. Filial piety towards the mother is being kind to her and doing what pleases her, provided it is an act of obedience. As for disobedience (uquq), it is anything that causes significant harm to the parent.
It is obligatory to communicate with the mother, even through modern communication means, and to send her money according to need and ability, and to travel to her if possible without hardship. Regarding ruqyah, there is no harm in agreeing with the mother if the reciter (raqi) is lawful and adheres to Islamic law. However, if he is one of the charlatans, then one must stay away from him.
