Is it permissible to delay shaving or shortening the hair until after casting the Jamrat al-Aqabah on the Day of Sacrifice, then descending to Makkah and shaving in Makkah after the circumambulation of Ifadah, or is shaving obligatory in Mina?

There is no harm in delaying the shaving of the head (halq) until after the Ifadah circumambulation (tawaf (definition) al-ifadah). Shaving the head is permissible in any location according to most scholars. Abu Hanifa disagreed with this, stipulating a specific time (the Days of Tashreeq) and place (the Haram (definition)) for shaving. Whoever violates this, according to him, must offer a compensatory sacrifice (dam). However, the majority of scholars do not require a compensatory sacrifice from one who shaves after the Days of Tashreeq, and this is the truth that should not be deviated from.

Shaving the head can be delayed until Makkah after stoning Jamrat al-Aqabah. One must remain in the state of ihram (definition) and should not wear regular clothes until two out of three actions are completed: stoning Jamrat al-Aqabah, performing tawaf (circumambulation) with sa'i (for those who have not yet performed sa'i), and shaving or shortening the hair.
