Is it obligatory to use water after using tissues and papers for purification (istinja') in bathrooms in Britain?

It is permissible to use tissues, papers, and the like for Istijmar (cleaning oneself after relieving oneself) if they purify and cleanse the area. It is preferable for the number to be odd, such as three, and it should not be less than three wipes. The use of water afterwards is not obligatory, though it is a Sunnah.
