What is the ruling of the Sharia on a wife's refusal to consummate the marriage after the marriage contract, due to financial circumstances and the current inability to bear responsibility?

The wife must enable her husband to cohabit after the prompt dower has been paid and a suitable dwelling provided. An exception to this is the period during which the girl prepares herself for her husband. The wife has the right to refuse cohabitation if the prompt dower has not been paid to her, and she may request annulment of the contract due to the husband's insolvency regarding maintenance.
