What is the ruling on modifying eyebrows with thread or a razor?

It is impermissible for a woman to remove or modify eyebrow hair by any means, because this falls under the prohibited namṣ (plucking) for which the Prophet, peace and blessings be upon him, cursed the doer, due to his saying: "Allah has cursed the women who practice tattooing and those who have themselves tattooed, and the women who pluck their eyebrow hair and those who have their eyebrow hair plucked, and the women who make spaces between their teeth for beauty, altering the creation of Allah." An exception to this is the removal of excess hair that causes harm to the eye.
