What is the ruling on Friday Prayer in a Western country where there are no mosques, and is it sufficient to pray Dhuhr instead?

If there is no mosque in a town where the Friday prayer is performed, then the Dhuhr prayer must be offered at its prescribed time, and there is no sin in that. This is agreed upon by scholars, due to the invalidity of the Friday prayer except under specific conditions. However, if there is a sufficient number of people to fulfill the conditions for the Friday prayer, then it becomes obligatory to establish it.
