What is the ruling on performing Friday Prayer at home with some friends if prayer is prohibited in mosques?

If the conditions for the validity of the Friday prayer are not met, then what is obligatory is the Dhuhr prayer at its prescribed time. The Friday prayer is not valid at home according to the majority of jurists, nor is it valid if the number [of attendees] does not reach forty, or if it is not performed in a mosque, or if it is not with the permission of the Imam.

Evidence for this is that the predecessors (Salaf) used to pray Dhuhr at its prescribed time if the rulers delayed the Friday prayer beyond its time, and they would consider their prayer with the Imam as a supererogatory (nafilah) act.
