What is the ruling on online cultural competitions in which the participant pays for internet and phone services and wins a financial or in-kind prize, taking into account the saying of Sheikh Abdullah Al-Muslih: "Either you are a winner or safe"? And does the ruling on cultural and religious competitions differ from others?

It is permissible to participate in competitions under four conditions: that the intention behind them is to benefit the Muslim with knowledge; that the prize comes from a benefactor who is external to the competitors, or from one of them but not all of them; that those organizing it do not receive money linked to the probability of winning or losing (the forbidden gambling); and that the motive for participation is not merely the competition itself, as the money spent for internet subscription or a phone line would then be in exchange for the risk of winning or losing, which is a form of gambling. If these conditions are met, then religious and cultural competitions are permissible.
