What is the meaning of an individual's abstention from certain religious laws, which does not constitute apostasy according to the Sunnis, and what are these laws?

If a Muslim refrains from some rituals, such as prayer, zakat, fasting, and Hajj, while acknowledging their obligation, he does not become an infidel by doing so. Rather, he is compelled to perform them and is punished. Zakat is taken from him by force and he is punished; he is fought if he refuses to pay it. Fasting and Hajj are imposed upon him, and whoever refuses after that is killed as a legal punishment, not due to disbelief. As for whoever refuses out of denial of their obligation, or rejection of the religious ruling, he becomes an infidel.
