Is it permissible for a woman to perform 'Umrah in Ramadan given the severe crowding and mixing with men?

The mixing of men and women is forbidden. Islamic rulings have taken into consideration the nature of women, commanding them to remain in their homes, to avoid displaying their adornments (tabarruj), and not to crowd men. Scriptural texts have indicated this matter, for they have not obligated upon women what they have obligated upon men, such as the Friday prayer and congregational prayers. Rather, they have come with the prohibition of mixing between men and women in acts of worship, such as the Eid prayer, Hajj, and Umrah (definition). This is evident in the fact that Hajj or Umrah is not obligatory upon a woman except with the presence of a mahram (definition), and in the permissibility for women to depart from Muzdalifah at night, and in the recommendation for them to keep a distance from men during tawaf (definition). Therefore, a woman performing Umrah must travel with a mahram and choose non-crowded times in the Haram (definition) to avoid crowding with men. It is better for her not to repeat Hajj or Umrah amidst severe crowding, for the safety of her religion.
