Is it permissible to read the Qur’an for someone who does not act upon it, and is it permissible after memorizing it not to recite it to people due to many preoccupations? And is it permissible to recite the surahs required in a deceased person’s khatmah (Qur’an recitation for the deceased) without the intention of it being a khatmah?

We worship Allah by reciting His Book, memorizing it, and acting upon it. If a servant fulfills this, Allah honors him and his parents, as the Prophet, peace and blessings be upon him, said: "Whoever recites the Qur’an, learns it, and acts upon it, his parents will be clothed on the Day of Resurrection with a crown of light whose radiance is like the radiance of the sun, and his parents will be clothed with two garments whose value is greater than this world." We also worship Him by teaching it, as the Prophet, peace and blessings be upon him, said: "The best among you is he who learns the Qur’an and teaches it." As for one who falls short in acting upon the Qur’an, he should frequently recite it to soften his heart, and seek assistance through means of guidance, supplication, and the company of the righteous. As for dedicating the reward of reciting the Qur’an to the deceased, it is permissible. However, gathering at the deceased's family's house for recitation is prohibited, and the Salaf considered it a form of wailing.
