Is the ruler's permission required to forbid evil with the hand?

Denouncing evil is organized in the Hadith: "Whoever among you sees an evil, let him change it with his hand; if he is not able, then with his tongue; and if he is not able, then with his heart." This applies generally to the evil and the perpetrator of evil, but circumstances must be considered. If denouncing an evil leads to a greater evil, then it is not permissible, whether the perpetrator is a ruler or a ruled. However, if it is known that denouncing the evil will weaken it and bring about good, then denouncing it is absolutely obligatory, whether the perpetrator is a ruler or not, in accordance with the Hadith of the Messenger of Allah, peace and blessings be upon him.
