Is changing evil by hand permissible? And for whom is changing it by hand?

Allah Almighty described the believers as those who enjoin good and forbid evil, which indicates the importance of this matter. Enjoining by hand is for those who are able to do so, such as those in authority. If enjoining by hand leads to discord, then one should enjoin by tongue. If one is unable to do so, then by heart, and that is the weakest of faith. Enjoining by heart means detesting the evil and shunning its perpetrators.
