The answer

The obligatory Ghusl (ritual bath) is sufficient for Wudu' (ablution), because the intention to remove the larger ritual impurity (al-hadath al-akbar) is sufficient for the intention to remove the smaller ritual impurity (al-hadath al-asghar), as the smaller is encompassed within the larger. And bathing after the cessation of menstruation is sufficient, as Wudu' is included in Ghusl. With a warning regarding the prohibition of masturbation.
