What is the ruling regarding a pilgrim assaulting another pilgrim inside the Sacred Mosque?

It is not permissible for a Muslim to aggress against his fellow Muslim, for the Prophet, peace and blessings be upon him, said: "A Muslim is one from whose tongue and hand other Muslims are safe." The aggression of a Muslim against his fellow pilgrim in the Sacred Land is an even greater sin and crime, because the sin is multiplied due to the time and place. It becomes more heinous if the aggressed-upon person is in a state of ihram or if the aggression occurs inside the Sacred Mosque. Allah Almighty says: (And whoever enters it shall be safe) and (And whoever intends therein [to commit] wrongdoing by deviation, We will make him taste from a painful punishment). The aggressor must repent to Allah and seek forgiveness from the aggressed-upon person before it is too late, for the Prophet, peace and blessings be upon him, said: "Whoever has committed an injustice against his brother, let him seek his forgiveness for it, for there will be neither dinar nor dirham [on the Day of Judgment]. [If he does not seek forgiveness], then [on that Day], some of his good deeds will be taken for his brother. If he has no good deeds, then some of his brother's evil deeds will be taken and cast upon him."
