The belief of the Ahl al-Sunnah wal-Jama’ah (People of the Sunnah and the Community) is that guidance and misguidance are in the hands of Allah Almighty, and He is the Creator of the actions of His servants. Thus, the meaning of "He misguides whom He wills and guides whom He wills" is that Allah makes whom He wills guided and whom He wills astray. However, the servant is responsible for his actions, because his misguidance is by his own choice and will. Allah Almighty says: "For whoever among you wills to take a straight path. And you do not will except that Allah wills – Lord of the worlds" (Al-Takwir: 28-29).
The messengers and the scriptures have agreed that guidance and misguidance are in the hands of Allah, and that guidance and misguidance are Allah's actions and His decree, while being guided and being misguided are the servant's actions and his acquisition. Allah's misguidance of a servant occurs by withholding His divine grace from him and leaving him to his ignorant, unjust self, whereupon he chooses misguidance, and Allah increases him in misguidance by His wisdom. So, evil is in the action of the servant, not in the action of Allah. Ibn al-Qayyim said: "And evil is not attributed to You," meaning it is attributed to the created being, as in His saying, the Most High: "Say, 'I seek refuge in the Lord of daybreak, from the evil of what He has created'" (Al-Falaq: 1-2).
If a servant neglects his Lord, Allah abandons him to himself and cuts off His divine grace from him, as in His saying, the Most High: "And We leave them in their transgression, wandering blindly" (Al-An'am: 110), and "And be not like those who forgot Allah, so He made them forget themselves" (Al-Hashr: 19). Thus, Allah's not willing to purify them and His leaving them to themselves necessitated evil for them. Nevertheless, Allah's action remains purely good, and evil is attributed to the servant alone, and Allah possesses ultimate wisdom in His guidance and misguidance.
