Is presenting a gift to a female university employee in exchange for falsifying documents that certify literacy for a number of people—knowing that this is a graduation requirement—considered bribery or not?

It is religiously forbidden to falsify a literacy certificate in exchange for a gift, because it is cheating, lying, and deception. Whoever cheats is not among the Muslims, and cunning and deception lead to Hellfire. What the employee takes in exchange for falsification is a forbidden bribe, and the Messenger of Allah, peace and blessings be upon him, cursed the one who gives and the one who takes a bribe. The difficulties should be reported to the officials so that they may find a legitimate solution.
