It is mustahabb (recommended) to sprinkle water on one's trousers to dispel doubt, and it is not obligatory to dry or wipe the penis. If one doubts that something has exited the penis, they should not pay attention to this doubt, for the default is that nothing has exited. If one doubts that a specific spot on the ground has been contaminated by impurity, they should not pay attention to this doubt and should assume certainty of its purity. It is not necessary to purify a specific part of the body or clothing unless there is absolute certainty that impurity has transferred to it.
