Is it obligatory for me to give charity to someone who repeatedly asks for it and is not satisfied with little, or to refuse a free dressmaking service for a girl who asks for charity and insists on it?

A Muslim is only obligated to give what Allah has made obligatory upon him, such as zakat and maintenance. Other forms of charity are recommended, not obligatory. Therefore, it is permissible to gently and kindly decline a beggar without reprimand or harshness. However, it is preferable not to turn away a beggar, especially if they are in need, due to the great reward of charity. It is also preferred that charity be given to the poor who are modest and do not beg. As for tailoring a garment, it is not obligatory. One can decline the request or tailor a less expensive garment. However, it is preferable to fulfill the request if it does not result in harm.
