A father does not have the right to prevent his daughter from going out to seek obligatory knowledge, unless he fears real harm for her.
If his fear is merely an illusion, then she should try to convince him. If he refuses, she may go out without his permission and use permissible pretexts.
However, if the fear is real and substantiated, then she should not go out and should instead seek a safe means of learning, such as listening to lessons and audio recordings widely available online, and reading reliable books and fatwas. Thanks to modern technology, the means of acquiring knowledge have become easy.
