What is the ruling on helping someone take money that was used in acts of rioting and vandalism, given that he is fleeing the country, knowing that this money is from foreign funding and is intended to be used for good deeds?

If money was paid with the intention of causing destruction, and its owner was unable to achieve his goal, then the money must be returned to him, while admonishing him against evil and clarifying the حرمة (prohibition) of his actions. If the owner is unknown or it is impossible to return it, then it should be spent on the prayers of Muslims (مصلي المسلمين) or given as charity to the poor and needy. There is no harm in helping to collect it to spend it on good causes.
