What is the ruling on someone who committed zina at the age of 16 and repented with sincere repentance, and did not publicize his sin after his repentance, and what is the ruling on masturbation?

Adultery is absolutely forbidden and is one of the gravest sins. Its perpetrator must repent sincerely by abandoning the sin, regretting it, and resolving not to return to it. He must also conceal himself with Allah's concealment. Masturbation is likewise forbidden because the religious texts only permit enjoyment with wives and those whom one's right hand possesses. The Prophet, peace and blessings be upon him, did not guide towards it when one was unable to marry; rather, he guided towards fasting.
