Is it permissible to wipe over a shoe specially made for a disabled person with a rough surface, and consider it as a khuff?

We ask Allah to grant you healing and well-being. If the medical shoe necessitates its continuous wearing for treatment, or if removing it causes difficulty, then wiping over it is like wiping over a splint (jabeerah) during ablution (wudu') or ritual purification (ghusl). In this case, you suffice with wiping over it and washing the other foot. However, if you wear and remove it, then it takes the ruling of the khuff (leather sock). You would then wear a sock or something similar on your other foot and wipe over both of them if the conditions for wiping are met.
