The basic principle concerning adornment is permissibility. There is no objection to attaching eyelashes if water-impermeable materials are not used and no harm results from them. However, if they require keeping water away from the eye for 24 hours for them to set, then this prevents ritual ablution (wudu) and the obligatory purification (tahara), and it is not permissible for a woman to abandon purification as long as she prays. It is permissible to do them during the period of legal excuse (menstruation).
